Kathy Belbin, Commonwealth of Virginia - VITA, checked out the SYSPARMS for Complete V641 and found one that wasn't documented in the release notes.

USERID-EXPIRE. This SYSPARM deletes unused userid definitions based on the date of last use. The deletion point is specified by the number of months since a userid has been used/logged on. Com-plete will automatically repeat the deletion process monthly.

She has tested this SYSPARM and it does delete the record(s) from the VSAM file without delaying the initialization process.
